The Electoral Forum is an initiative of The Electoral Hub that brings together resource persons from Election Management Bodies (EMBs) with other electoral stakeholders to conceptualize solutions to the unique problems facing electoral governance in Nigeria. The Forum works to enhance the performance, effectiveness and efficiency of both the supply (EMBs) and demand (CSOs, etc.) side electoral governance institutions. It is chaired by Professor Bayo Olukoshi. Other members of the Forum include Professor Attahiru Jega, former INEC Chairman and Okechukwu Ibeanu, Hajiya Amina Zakari, and Professor Anthonia Simbine, former INEC National Commissioners. The Forum has been supported by the Open Society Initiative for West Africa (OSIWA) and MacArthur Foundation

Welcome Message from the Chairman

It is my pleasure to introduce to you The Electoral Forum, an initiative of The Electoral Hub that pools electoral resource persons together to conceptualise solutions to electoral issues in Nigeria. The Forum consists of a fine mix of highly experienced electoral stakeholders on both the supply and demand sides of elections. These include former Chairs, National Commissioners, Resident Electoral Commissioners, Deputy Secretaries, and Directors of the electoral management body, members of civil society organisations, members of donor agencies, and media personnel.

Experience in countries around the world has made it obvious that elections play an important role in democratic processes. If elections are allowed to fall below a certain standard of acceptability, there will be crisis and political instability. In the Nigerian context, the poor standard of elections in recent years, particularly during the 2019 general elections, is a call for concern. If this issue is not addressed, we may lose some of the gains we have made in democratic consolidation over the years.

The Electoral Forum has therefore been established to provide solutions to improve the integrity and credibility of the electoral process in Nigeria. We seek to do this through meetings where we discuss and analyse pressing electoral issues, production and dissemination of advocacy asks and policy briefs to key stakeholders, and advocacy and outreach to further popularise solutions conceptualised by Forum members. In this way, we believe that we can contribute our own quota to improving electoral integrity in the country.

Goals and Objectives

The overall goal of The Electoral Forum is to provide solutions to improve the integrity and credibility of the electoral process in Nigeria in particular and the African continent in general. This goal is broken down into the following objectives:

Increase knowledge and awareness of the electoral process in Nigeria, including strengths, weaknesses, opportunities, and threats.

Aid electoral practitioners and civil society organisations in developing and implementing projects on elections.

Facilitate collaboration between different stakeholders working to improve the electoral process in Nigeria

The Electoral Forum Led by the Chairman, Professor Adebayo Olukoshi paid a courtesy visit to the Independent Corrupt Practices and other Related Offences Commission (ICPC). They were received by the Chairman of the Commission, Professor Bolaji Olufunmileyi Owasanoye, SAN. In attendance were other Forum members Professor Adele Jinadu, Mrs. Gloria Ukpong, Professor Olatunde Babawale, Mr Okechukwu Ndeche and the Director of The Electoral Hub Princess Hamman-Obels.

The Seventh Technical Session of The Electoral Forum was held on Saturday, 3 September 2022, at Rockview Hotel Royale. The meeting, which was supported by MacArthur Foundation and OSIWA, focused on lessons from the Kenya 2022 General elections, expectations from political campaigns by parties and candidates, and security challenges ahead of the 2023 general election. The Chair of the Forum, Professor Adebayo Olukoshi, in his opening remarks, outlined the objectives of the meeting as: • Discuss key points from the policy dialogue addressing vote trading in Nigeria: lessons from global comparative experiences. • Examine lessons from the Kenya 2022 general election. • Address expectations from political campaigns of political parties and candidates. • Identify security challenges ahead of the 2023 general election. • Recommend strategies to improve the electoral process ahead of the 2023 general election.
